Multi-stakeholder Steering Group

The Multi-Stakeholder Steering Group (MSG) of APrIGF is a self-organised committee with members from around the AP Internet Community formed with the below objectives:

To support and ensure the proper conduct of the organizational work of the annual Asia Pacific Regional IGF,
To promote and encourage dialogue among all stakeholders involved with Internet governance related issues in the Asia Pacific region, and
To act as an interface between the Asia Pacific IGF community and the global IGF community.

The membership emphasizes the inclusion of multi-stakeholders and so is open to any interested individuals within the AP region who are committed
to:

The Organisational Principles of openness, transparency and multi-stakeholder cooperation,
Devote some time and effort in support of the APrIGF, and
Maintaining and demonstrating respect for all other members.

Shamima AKHTER bio × Shamima AKHTER Shamima Akhter is the Chairperson of the Bangladesh Women Internet Governance Forum (BWIGF). She is a leader in digital governance and women’s empowerment, working to ensure women’s active participation in shaping policies and discussions around the online world. With a background in government, politics, and law, she focuses on integrating Internet governance education, online safety, and digital rights into programs that empower young women to become informed, responsible digital citizen. Md. Parvez ALAM bio × Md. Parvez ALAM Md. Parvez Alam is an IT and communications specialist, currently serving as an Executive Committee (EC) Member of the Bangladesh Internet Governance Forum (BIGF). He is skilled in digital security, data server management, and ERP system administration. He is also proficient in designing policy briefs, research reports, and trends analyses. Babu Ram ARYAL bio × Babu Ram ARYAL Babu Ram Aryal, cyber law, cybersecurity, and media law professional, based in Kathmandu. He is the Vice-Chair of Nepal Internet Governance Forum. He is the co-founder and the CEO of Internet Governance Institute (IGI), a dedicated IG grass-root capacity building organization in the Asia Pacific. Gunela ASTBRINK bio × Gunela ASTBRINK Gunela Astbrink has been active in disability policy, programs and research for 30 years and brings this experience to Internet governance. Gunela has organised workshops and spoken at national, regional and global IGFs as well as participating in NETmundial in Brazil. She serves as a member of the 2025 IGF Multistakeholder Advisory Group (MAG) and contributed to the WSIS+20 outcomes document. She was the founding Chair of the Internet Society Accessibility Standing Group and completed a term as Vice-Chair of ICANN's APRALO. Pranav BHASKAR TIWARI bio × Pranav BHASKAR TIWARI Pranav Bhaskar Tiwari, a Gold Medallist in International Law and Diplomacy, is a prominent voice in Internet governance and technology policy in the Asia-Pacific region. Over the past 7 years, he has led initiatives on platform regulation, cybersecurity, gender and technology, and emerging technologies at The Dialogue, where he oversees the Platform Regulation and Gender Technology verticals. A lawyer specializing in Intellectual Property and Technology Law and a Certified Information Privacy Professional/Europe, Pranav’s expertise lies at the intersection of legal frameworks, technology, and societal impact. His work is dedicated to fostering an open, globally connected, and secure Internet. Through fellowships with organizations such as the Internet Society, ICANN, and the University of Chicago, Pranav has cultivated significant expertise in multistakeholder engagement, Internet governance, and policy advocacy. Pranav has designed and implemented capacity-building programs in collaboration with institutions like the Oxford Internet Institute and Sciences Po, achieving over 90% participant satisfaction. As an advisor to the Internet Society Foundation, he has empowered a diverse cohort of fellows to advocate for an open Internet at global forums like RightsCon and the UN Internet Governance Forum (IGF). Lennon CHANG bio × Lennon CHANG Dr Lennon Chang is Associate Professor, Cyber Risk and Policy, in Deakin Cyber Research and Innovation Centre and School of Information Technology, at Deakin University. His research interests focus on the intersection of law and technology, cybercrime and cyber security, co-production of cyber security, disinformation campaign and foreign interference, especially in the Indo-Pacific region. He is also working with governments and NGOs in ASEAN countries on research and training programs to build cyber security capacity and cyber security awareness. Dr Chang is interested in researching crime and governance of cyberspace – cyber law, cybercrime, public-private collaboration, and co-production of cyber security. He is particularly interested in the regulation and governance of cyberspace in the Asia-Pacific region. Joyce CHEN bio × Joyce CHEN Joyce Chen is APNIC’s Senior Advisor for Strategic Engagement. She represents the organisation to deepen relationships with key stakeholders such as governments, the technical community, and the wider Asia Pacific Internet community. Joyce is also involved in expanding APNIC’s capacity development and outreach efforts. Joyce is active in public policy discussions at the local, regional, and global platforms. She is passionate about Internet access and development, as well as finding opportunities for interdisciplinary cooperation and partnerships. Che-Hoo CHENG bio × Che-Hoo CHENG I worked in IT services department of The Chinese University of Hong Kong (CUHK) for ~25 years (from 1985 to 2000 and from 2007 to 2017). This gave me very good opportunities to participate in Internet development in HK and in AP region since 1991, when I was heavily involved in establishing the 1st Internet link in HK with a 64Kbps satellite link from CUHK to NASA Ames via PACCOM Project. Besides, I was the technical leader of .HK operations. With a good team, I helped the development of .HK including moving it from US to HK, launching the registration service to the public, and spinning it off as a business entity. I even served as CEO of HKIRC (i.e. .HK) briefly in 2002-2003. Afterwards, I led the application of new gTLD .ASIA submitted to ICANN as the Interim CEO, along with the support of Edmon Chung (current CEO of DotAsia), until the approval by ICANN. I also served on the .ASIA Board until 2012. On the network side, I led the establishment of Hong Kong Internet Exchange (HKIX) in 1995 which was one of the earliest IXPs in AP region. HKIX helps keep intra HK/Asia Internet traffic within HK/Asia. I led its operations from 1995 to 2000 and from 2007 to 2017. Now, HKIX is fully self-financed. For serving non-profit organisations, I was elected multiple times to the Executive Council of APNIC for 18 years consecutively from 1998 to 2016 to help steer the directions of APNIC development. After I stepped down in early 2016, I joined APNIC in Apr 2017 as a Director/Senior Director dedicated on leading the Internet development work for the region. With a good Development Team, APNIC had achieved a lot in those ~8 years. I left APNIC in Feb 2025 during the reorganisation. I also co-founded and served on other non-profit organisations including HKISPA (HK ISPs Association), ISOC HK (Chapter), HKNOG (HK Network Operators Group), APIX (AP Internet Exchange) Association and Peering Asia (an annual open Peering Forum for the whole AP). Edmon CHUNG bio × Edmon CHUNG Edmon Chung is serving as the CEO for DotAsia Organisation. He also participates extensively in global and regional Internet related groups and contributes his time and expertise to Internet Governance related issues. Since 2002, Edmon played a leadership role in the region-wide ‘.Asia’ domain extension initiative. He championed DotAsia Organisation as a not-for-profit organization and its mandate to promote Internet development and adoption in Asia. Since the launch of ‘.Asia’ web presence in 2008, DotAsia has contributed significantly to a variety of community projects in Asia, including for example: Go.Asia, ISIF.Asia, NetMission.Asia, MaD.Asia among others. Edmon is also an inventor of patents underlying technologies for internationalized domain names (IDN) and was involved in making it possible for the introduction of multilingual domain names and email addresses on the Internet. In 2000, Edmon was selected by Canada’s most prestigious and influential news journal, The Globe and Mail, as one of its ‘Young Canadian Leaders’. In 2001, he won the ‘Most Innovative Award’ in the Chinese Canadian Entrepreneurship Award. Sameer GAHLOT bio × Sameer GAHLOT Sameer Gahlot, currently holds a masters’ degree from the University of Delhi and a qualified Company Secretary (equivalent to ICSA, UK NARIC and MACS), is presently working with the National Internet Exchange of India (Internet Governance Division \| Ministry of Electronics and Information Technology). In his current engagement with NIXI, he deals with internet governance related issue(s) including but not limited to meaningful access, data for society, DPI, global digital cooperation & governance, disinformation, transparency, trust, data protection, privacy, women empowerment, inclusivity, emerging technologies, UN GDC, ccTLD, and other policy areas with special focus on organisation(s) such as IGF, ICANN, etcetera. Dr. Bhoj Raj GHIMIRE bio × Dr. Bhoj Raj GHIMIRE Graduate in computer science, postgraduate in Computer Applications and Doctorate in Remote Sensing & GIS; Dr Ghimire is an assistant professor and director - School of Technology at Nepal Open University. He is a data scientist and an ISO 27001 Information Security Management System Lead auditor. His research area lies in the area of data science, deep learning, digital transformation and governance with more than 23 scholary publications in renowned journals. Mohammad Abdul HAQUE bio × Mohammad Abdul HAQUE Mohammad Abdul Haque Anu is a transformational leader and policy expert with over 33 years of experience in ICT journalism, Internet governance, e-commerce, telecommunications, and digital inclusion. As Secretary General of the Bangladesh Internet Governance Forum (since 2006), he has played a pivotal role in advancing multistakeholder collaboration and digital policy in Bangladesh. He is the Executive Editor of Computer Jagat, Chairman of Arpon Communication Ltd., an ISP, Co-Founder of e-CAB and a member of APRALO, APrIGF MSG, ISOC and ISPAB. Waqas HASSAN bio × Waqas HASSAN Waqas is the Regional Lead for Asia at Global Digital Inclusion Partnership (GDIP). He spearheads GDIP's policy advocacy and stakeholder engagements in the region. Before GDIP, Waqas led the international collaborations and partnerships for the Pakistan Telecommunication Authority (PTA). He specialises in digital policies, internet connectivity and community-centric development initiatives for the marginalized communities. He is also an active contributor to the internet governance community on the national, regional and international level. Hiro HOTTA bio × Hiro HOTTA Hiro Hotta is a Board Member and Senior Executive Vice President of JPRS, the organization that operates the .jp ccTLD. With over 25 years of experience in the domain name industry, he is currently responsible for business planning and stakeholder communication at JPRS. He has been actively involved in ICANN, leading discussions and contributing significantly to its initiatives. In 1999, he became one of ICANN's first DNSO Names Councilors. After joining JPRS, he served as a ccNSO Councilor for an impressive 16 years, until 2020. Currently, he serves as an alternate member of the Root Server System Advisory Committee (RSSAC), representing the M-Root DNS server operator. Additionally, he acts as a RSSAC Liaison to the Customer Standing Committee (CSC), ensuring the satisfactory performance of the IANA functions related to naming services. Nancy KANASA bio × Nancy KANASA I am a Senior Data Officer within the Data Governance and Data Protection Division at the Department of Information and Communication Technology (DICT) in Papua New Guinea. I have over eight years of experience in the ICT field, complemented by more than three years of focused work in data governance within the government sector. I am deeply passionate about data governance and data protection, particularly in advancing secure, ethical, and inclusive data practices. My professional interest in data governance led to my participation as a Fellow at both the Pacific Islands Chapter Internet Society (PICISOC) IGF 2024 in Wellington and the Asia Pacific Regional Internet Governance Forum (APrIGF) 2024 in Taipei. These experiences marked the beginning of my journey in Internet Governance and strengthened my commitment to multistakeholder engagement. My work and interests closely align with DICT’s national mandate to lead Papua New Guinea’s data agenda, including the development of a comprehensive data governance framework and the drafting of the country’s first Data Governance and Data Protection Policy. I played a pivotal role in supporting these initiatives under a whole-of-government approach, working to improve coordination, interoperability, and accountability across public sector institutions. I am particularly interested in the intersection of data governance and Internet Governance, and how global and regional Internet Governance processes influence national data policies.
